There are more wave pools being built right now than existed in total five years ago. Our directory tracks 47 parks that are announced, in development, or under construction. This tracker covers the 27 with a stated target inside the 2026 to 2028 window, spread across five continents, then the seven with later dates and the 13 with no credible date.
Surf park opening dates slip constantly. Projects get re-teched, re-timed, re-financed, and occasionally abandoned. So this tracker lists each project with its stated target and notes which targets look likely to hold. Each has its own page in the directory. DSRT Surf in Palm Desert left this list in September 2026, when its booking calendar opened to the public; see our DSRT breakdown.
Targeting 2026
Surfers Cove (Óbidos, Portugal, Wavegarden Cove). Late December 2026, and credible. Early Bird surf-and-stay packs went on sale in July 2026 at 60 to 73 euros a session, which is a strong signal a park is real. Expect a winter opening; details in our Surfers Cove guide.
El Nido (near Punta del Este, Uruguay, Wavegarden). A partner said in July 2026 that about 10 percent of the work remained and that waves would run in late October or early November 2026, and in late August it began hiring lifeguards and surf instructors. On 21 October 2026 El Nido said on Instagram that its Wavegarden was ready, without giving an opening date. It sits inside a private gated community, and non-resident access has not been confirmed.
Bahrain Surf Park (Bilaj Al Jazayer, Bahrain, Wavegarden Cove). Under construction since July 2025. The operator announced on 17 September 2026 that the lagoon had been filled and repeated its 2026 target. By 7 October it had published membership prices (Silver from BHD 249 a year), but session bookings are still marked coming soon and no date has been given. Hold it loosely; the build is covered in our Bahrain Surf Park report.
Cabo Real Surf Club (Los Cabos, Mexico, Endless Surf). The four-acre ES48 basin began filling in September 2026, and on 20 October the developer said it is set to open this December, with the Surf Club following in early 2027; more in our Cabo Real report. Access is limited to members, who must own property there, and their guests, so unless you are buying in Cabo this is a spectator story.
East Point Reef Club (Popkum, British Columbia, Ka'ana Wave Co). The eatery and store opened in June 2025; the Ka'ana CM7 surf pool and thermal spa are still listed as coming soon after a spring 2026 target passed.
Targeting 2027
The Point Surf Park (Fellsmere, Florida, Endless Surf). The closest to opening. It missed its early September target, and CBS12 reported on 10 September that it is expected to open in January. The site says opening soon, the surf basin date is still to be announced, and the booking platform is not yet live, but the session ladder is published, with Caroline Marks Surf Academy lessons at $125. It will be the first Endless Surf lagoon in the United States. More in our opening preview.
Brasil Surfe Clube (Búzios, Brazil, Endless Surf ES48). Delivery was planned for June 2026; the club's site now says it opens in March 2027, and its architect reported on 9 October 2026 that the pool had started filling. Members only: surf sessions will not be sold.
Perth Surf Park (Jandakot, Western Australia, Wavegarden Cove). The most credible large project on the list. Construction began in April 2026, funding is institutional, and Aventuur describes its 62-module Cove as the equal largest in the world. First waves are expected in spring 2027 and opening in late 2027. Our construction story has the details.
Gemswell Surf Madrid (Madrid, Spain, Wavegarden). A 23,000-square-metre lagoon beside the Metropolitano stadium; the builder's schedule aimed for late 2026, and in July 2026 the works were 40 percent complete with a spring 2027 opening.
Cannon Beach (McKinney, Texas, the same technology as Revel Surf, per The Inertia). A $200 million resort that broke ground in December 2025; Visit McKinney gives late 2027 for phase one.
Zion Shores (Washington, Utah, PerfectSwell plus two UNIT waves). About halfway built in May 2026, when the founder put opening about 16 months out; by July all three surf pools were in advanced construction. A luxury residential club first; the public booking model is not yet published.
Floating Wave (Hamburg, Germany, proprietary standing wave). A 12-metre wave on a pontoon in the Altona fishing harbour. Its building application had to be resubmitted in June 2026 and is still under review, so the 2027 opening depends on that permit.
Shell Point Beach & Surf Club (Panama City Beach, Florida, Endless Surf ES36). Approved unanimously, with construction slated for early 2026 and opening in 2027. A public confirmation that construction started has not been found.
Peak Surf Park (Wesley Chapel, Florida, Surf Lakes). Won final county approval on 9 September 2026, and the developer's site gives late 2027 for opening. More permitting remains before construction, and Surf Lakes has no operating commercial park yet.
Three Bridges (Salem, Utah, UNIT Standing Wave). A private resort whose surf lake was targeted for spring 2026 in 2023; UNIT Surf Pool now lists an 18-metre floating standing wave there with an estimated 2027 opening, which the developer has not confirmed.
Targeting 2028
Palm Valley Gold Coast (Parkwood, Queensland, Endless Surf ES48). Mick Fanning's surf and golf resort at Parkwood Village. Development approval was announced in December 2023 and the Queensland Government committed A$4 million to stage one in May 2026. The developer said in May 2026 that construction starts this year and the public opening is targeted for 2028; no construction start has been confirmed yet.
Thermal Beach Club (Thermal, California, Endless Surf). A private 48-chamber pneumatic lagoon for Thermal Beach Club and Coral Mountain Desert Club members. Meriwether said in April 2026 that the wave basin is slated for 2028, which the Mercury News repeated in September.
Middleborough Surf Park (Massachusetts, Wavegarden Cove). A proposed six-acre lagoon with 35 cottages on a former farm, in permitting since a Zoning Board hearing in July 2026. In August the state required a full environmental impact report and suggested looking at other sites, since the land is prime farmland. The developers had hoped for 2028, and Nemasket Week reported a plan to build from 2027 to 2029. It would be New England's first surf park.
The Break Surf & Stay (Aldinga, South Australia, Endless Surf). Revised plans were approved in April 2026 with a lagoon for 64 surfers, and first waves are now pencilled in for the southern summer of 2027/28, the second slip from an original mid-2026 target. No construction start has been announced.
SURFWRLD (Werne, Germany, undisclosed technology). A 242-metre basin on a former colliery. In September 2026 the developer said almost all permits were in hand, with construction starting in October or November 2026 and about 20 months of building to an opening in early summer 2028.
Auckland Surf Park (Dairy Flat, New Zealand, Wavegarden Cove). Consented in June 2024 and broke ground in February 2025; Aventuur now expects to open in 2028, after earlier targets of summer 2026-27 and 2027. The lagoon is to be heated by an on-site data centre.
Surf London (Enfield, London, Endless Surf ES48). Local approval in September 2025, then Greater London Authority approval and full planning permission by February 2026. The developer now targets 2028 while it finalises the lease, funding and tender. See when Surf London opens.
Jacksonville Surf Park (Jacksonville, Florida, 56-module Wavegarden Cove). Aventuur has bought and rezoned the 45-acre eTown site and targets 2028, with construction due to start later in 2026. Perth comes first in its queue. More in our Jacksonville opening guide.
Surf Farm (Glass House Mountains, Queensland, Wavegarden Cove). A 62-module Cove on a former pineapple farm, targeting mid-2028, with earthworks now expected in early 2027; it still needs council sign-off for its switch to Wavegarden. In September 2026 it partnered with URBNSURF Partners to test its business case against their operating data.
Reserva Beach Club (Santana de Parnaíba, São Paulo, Brazil, Surf Loch). A members' club under construction in Alphaville, built by BR Soho with Ronaldo Nazário as a partner. The first stage is due in the first half of 2027, and Correio Paulista reported in September that the phases with the artificial beach and its wave pool are scheduled for 2028. Members only, sold as lifetime titles rather than sessions.
Draper Surf Park (Draper, Utah, Endless Surf). Approved in June 2026, with USA Surfing naming it a national training center. Construction was expected in fall 2026; opening dates range from late 2027 (USA Surfing) to 2028 (local press). Our Draper breakdown has more.
Ocean Kamp (Oceanside, California, technology not announced). A 92-acre development aiming to have its lagoon ready before the 2028 Olympics, after years of lawsuits and delays. The developer said in 2025 it was leaning toward pneumatic technology.
Later than 2028
Alchemy Surf Resort (Placer County, California, Wavegarden) won planning approval on 24 September 2026; groundbreaking is aimed for spring 2027 and its architect targets 2029. El Segundo Surf Club, beside the Metro K Line near LAX, won city approval in September and October 2026; at the council hearing the applicant's representative put the opening two and a half or more years away. South Britannia in British Columbia filed its development permit and began site work in 2026 for a 2029 phase one. Neptune Beach Surf Club in Alameda targets 2029 but has no formal application filed. Molaya Bay in Panama now gives January 2029 for its lagoon and January 2027 for the start of construction. Broadway at the Beach in Myrtle Beach must open by July 2030 under its city agreement. WAVEPARK BIWAKO on Lake Biwa in Kusatsu, Japan, is planned by JPF for 2029; JPF was chosen as preferred negotiator for the land in March 2024, and a land agreement and building approvals have not been announced.
No credible date
Austin Surf Club (Kelly Slater Wave Co). Construction paused in April 2026, and contractor liens had passed $16 million by July, when the developers petitioned for a special tax district to fund about $171 million of infrastructure. No restart date. Private.
Crest Surf Clubs (Shirley, New York). Broke ground in 2023 for 2024; excavation was complete by mid-2025. In June 2026 its chief executive told Moneywise it planned to open about a year later, but no construction progress has been reported since.
HTX Surf (Houston, Wavegarden Cove). Announced in 2022 and re-teched twice. In June 2026 its developer projected a 2028 opening, but no construction start has been announced.
Orlando Surf Park (Horizon West, Florida, Webber Wave Pools). Proposed as a 44-acre complex around a surf lagoon announced at 15 acres and now given as 9. Orange County denied it in December 2025, the applicants went back before its Development Review Committee on 23 September 2026, and no date has been set for the next meeting (full update).
PHX Surf (Maricopa, Arizona, Endless Surf ES48). A March 2026 groundbreaking was announced; public confirmation that it happened has not been found. The plan is in our PHX Surf report.
Hidden Lake Surf Resort (Buckeye, Arizona, Endless Surf). Land bought in January 2026 around an existing 60-acre lake; no construction start or date.
Surf Lakes Capricorn Coast (Queensland). Approved in 2022 and still raising capital.
Surfgarten Stade (near Hamburg, Wavegarden Cove). Re-approved by the city in 2025; the Stade administrative court kept the construction stop in place in May 2026, but on 7 October Lower Saxony's higher administrative court lifted it, so building can begin. No opening date has been set.
Olucas Surf Center (Villaverde de Pontones, Cantabria, Spain, Wavegarden). A proposed lagoon of about 23,000 square metres near Somo, with more than 40 million euros of private investment. Municipal planning does not allow it, so it is going through the regional PSIR process, and at its June 2026 presentation approval was estimated to take up to a year and a half, before any construction.
Wavespot (Jessheim, Norway, technology not announced). An option on an 80,000-square-metre plot near Oslo Airport Gardermoen, with the team behind Lost Shore among the owners. The company gives no construction start or opening date and says surf parks normally take four to five years to realise.
Wisemans Surf Lodge (New South Wales, Endless Surf). No public progress since 2022.
PerfectSwell Shima (Mie, Japan). Announced in 2024 for summer 2026; no construction news, and the site may have changed.
Guangzhou CTG Zhulang Super Park (Huadu, Guangzhou, China, vendor not named). CTG Investment acquired the first-phase plot on 28 August 2026 for a planned surf pool of about 20,000 square metres. No wave vendor, construction start or opening date has been announced.
What this list actually tells you
Three patterns stand out. First, Wavegarden is winning the volume game: the Cove appears more than any other technology on this list, and its projects are also the ones furthest along. Second, an increasing share of new pools are members-only or residential amenities rather than public parks, especially in Latin America and at the luxury end in the US. If you are a normal surfer wanting to book a session, the pipeline is smaller than the headline count of 47 suggests. Third, the projects that hold their dates are the ones with institutional money and visible dirt moving. Perth and Surfers Cove look real. HTX and Crest have been in the works for years with dates that keep moving. The ones that stall almost never fail on the wave technology; they fail on financing and construction, which is where the real cost of a wave pool lives.
