Orlando Surf Park is a proposed 44-acre surf and sports complex at 7902 Avalon Road in Horizon West, west Orange County, across from Orange County National Golf Center. Ocean Sports Development and the landowner, OCE West Orange LLC, announced it in December 2023 around a 15-acre surf pool, with a sand beach and boardwalk, beach volleyball, an athletic training center, a restaurant, retail and event space. Orange County denied the first submittal in December 2025 over environmental, technical and transportation issues. The applicants went back before the county's Development Review Committee on 23 September 2026 and are seeking rezoning to a Planned Development District.
The developer's announcement specifies the Webber Wave Pool system, developed and patented by surfboard pioneer Greg Webber, which uses programmable flow controls to produce an artificial reef effect. The developer pitches the pool for surfer training, practice and competition at all levels. No wave height, ride length or session capacity has been confirmed for this site.
