A Wavegarden Cove near Hamburg that won its court fight and had its plan re-approved in 2025. Waiting on construction to restart.
Surfgarten is a planned Wavegarden Cove in Stade, Lower Saxony, west of Hamburg, with a 20,000 square metre surf pool on a site of about 60,000 square metres. Initiated by local planner Jan Podbielski, it was stopped in October 2024 when Lower Saxony's higher administrative court declared the development plan invalid over formal defects, after a challenge by the environmental group BUND; the court's written judgment confirmed the project meets species and climate protection requirements. On 30 June 2025 Stade's council approved the amended plan, allowing the investor to apply to lift the construction stop. Podbielski had said work would resume by spring 2026 at the latest, but in May 2026 the Stade administrative court ruled that the construction stop stays in place, finding the district's exception to the regional spatial plan (RROP) unlawful. The investor appealed, and on 7 October 2026 the higher administrative court lifted the construction stop, restored the building permit and said building could begin.

The project states up to 1,000 waves an hour, more than 25 wave types, heights from 0.5 to about 2 metres and rides of up to 20 seconds, with smaller waves in the Bay and bigger ones on the Reef, and summer operating hours of 14 to 16 hours for more than 1,000 surfers a day.
