Verified October 2026
WAVEPARK BIWAKO is a planned tourism complex built around a wave pool on the Karasuma Peninsula in Kusatsu, Shiga Prefecture, on the shore of Lake Biwa. The developer, JPF Co., Ltd., a Tokyo company founded in 1957 that manages public racing venues, was approved in March 2024 as preferred negotiator for about 9 hectares on the peninsula that Kusatsu's land development corporation bought from the Japan Water Agency in 2019. JPF's proposal is a beach-culture hub centred on an artificial surfing facility, and it says the park will open in 2029.
JPF's wave pool business rests on a 2021 agreement with Wavegarden to develop up to seven Wavegarden Coves in Japan over seven years, and its wave pool site describes Cove waves from 50 centimetres to 2 metres, up to 1,000 an hour, with rides of up to 16 seconds. The Biwako announcements do not yet give the lagoon's size, module count or wave menu.
No pricing announced.
